2 Months ago I ordered a chocolate heavyweight t from Gilden...it was great. I just ordered the same shirt it was much much thiner...are we downgrading...if so were we notified?

I would say, check the label. A heavyweight Gildan is a heavyweight Gildan.
PF is not downgrading anything. I assume, you ordered the same color of shirt? The color can make a difference. If there is a difference, I believe the materials may vary from the manufacturer.
Again, you could contact PF directly to ask.

We have not changed any of our shirts since we launched our website in 2005. The regular t-shirt (all colors) has always been the Gildan UltraCotton 6.1oz shirt.

If there was a defect with your specific shirt contact customer service (http://www.printfection.com/help/contact) and we will replace the shirt free of charge.
